As said earlier, every place you think is good to set up home on this planet has some type of adverse nature to deal with. Pick your poison.
As far as handouts, I only help those who help themselves first, these days, for the most part. Like someone broke down on the side of the road in the desert. If they're just sitting there in the car, I'll go ahead and assume they've got help on the way.
