The guy has not played baseball for 12 years . The media attention any team that got by him would be a distraction , not a positive thing. The minors are filled with highly skilled players who never left the game. He could possibly make a minor league team where his popularity would fill seats in a stadium , but not pro baseball material. He'll get his chance.
