The transmission could very well just be in a bind. If you can rock the tractor back and forth while trying to get it out of gear, or jack one rear wheel off the ground it may come out of gear.
But, it could also be rusted in place from condensation, water in the transmission. A real common occurrence, especially if the shifter boots are bad. But, it should not be too hard to get it moving again, pull the top cover, spray it down with rust penetrant. I've seen transmissions sit for years with water in them and suffer little damage.
If the engine is seriously stuck, that will likely be more of a problem than the transmission. Be sure to look everything over for freeze cracks!
