IH tractors have 3 different pumps one for brakes and steering one for hitch and remotes and one for p.t.o. the inside hyd. lever near the seat runs the rear remotes and left side remotes the out side lever runs the right side remotes on the 56 series the front remotes were eliminated and both sets were run out the back .some thing i would check is that you cant put the hitch lever all the way to the bottom this will slow and shut off the remotes leave the lever part way up in the wider part of the quadrant
