What he said, in NC the fee goes to the state you are stuck with the exspence storing and hauling them to a tire disposal dump. In my case its a 70 mile round trip I just pay someone to haul them to the tire dump.
Even if you take your old tires with you the seller is required to collect the disposal fee and send it to the department of revenue.
If you play along and registered with the state there are no tire disposal fees at the dump if you don't you have to pay tire disposal fee's at the dump..
