Lets take the diesel. If the container is less than 119 gallons you can haul as many as you want because diesel is exempt from regulations in non bulk containers. But 240 gallons of diesel is going to weigh over 1800 lbs so it would require placards and a haz mat CDL.
For the 50 gallon tank it would be exempt from rules if it had diesel in it. But filled with gasoline it would come under the rules. It would not require placards so no haz mat CDL but you would need shipping papers and formal training on what to do in a accident.
Your municipality may have an exemption for employees. They do exempt farmers so your county/state officials may have scratched the correct back to get a exemption.
