Bruce, there is probably a major air leak in the hopper area. Check the hinge area for cracks in the fibreglass{from opening the lid and flexing them up}, the seam where the top of the hopper meets the bottom, and as mentioned the lid seal itself. Glue it on. The seam between the 2 halves probably needs to be siliconed on the inside again. Doesn't hurt to do the outside seam as well especially at the front under the hinge area. Also put in a stove bolt or self-tapping screw between every pop rivet in the seam. When there is a hopper leak, there is more air pressure in the seed drum than the hopper so the seed won't flow down to the hopper. The air flow meter may say your pressure is in the 7 to 8 ounces per square inch range but the pressure in the drum may be twice that. I resealed mine a few years ago and added a second pressure gauge coming from the drum to check both hopper and drum pressure. Hope this helps.
