The length of the lift arms and 3rd link don't really matter provided they are both original to the tractor and are designed to work together. Shorter arms just need to go through a greater arc to get the same lift range. There is nothing in the ASABE standards the dictate the length of either component but the minimum height and lift range are specified. Per the standards a Cat 1 implement should be 26" wide between the inner ends (where the ball would "bottom out" after sliding onto the pin) of the lower lift pins and the 3rd link attachment point should be 18" directly above the axis of the lift pins. You'll find some deviations from the standard in Cat 1 implements but as long as you don't have a quick hitch the linkage should be flexible enough to allow it to work. As other said, the length of the third link is adjustable to allow for leveling the implement and it can also be temporarily lengthened or shorted as required to give easy hook-up.
