For many years I was in the well drilling and pump installation business and the answer is yes, the wire from the well head to the pump is a special wire. Various pump manufactures use a wire of their own design to power the pump. On some pumps the wire is used in conjunction with a pump controller that you mount on the wall near the water tank. As some have suggested you can buy a pump and materials to install it at a building supply store I would suggest that your brother buy his pump from a plumbing supply company as they will know what is needed to install the pump and they will be offering a good quality pump that will last many years. My son who also installed pumps has been busy replacing pumps that were bought at the bargain stores and failed after a short time. WE did not install those pumps.
