The plunger is held in by the fork on the engaging lever, you need to unpin the lever to get the plunger out. Yes it would be much easier to work on the bench than in the engine, I'm not saying it can't be done but far easier if you take it out. It would also be a good thing to clean out the dust/ debris, oil the starter drive and check the brushes. AGCO parts book online has a pictorial break down of the starter.
