OK, so your right side steering clutch doesn't work part of the time. I'm assuming both tracks drive it forward when not pulling on the steering clutch levers. Have you pushed on a stump or something immovable to see if the right side continues digging or does it quit turning? A broken right axle would simply let you spin around & around, BTDT. Most likely grease has leaked across the seal & soaked the clutches on that side so it pulls some but not under full load. Or someone has taken the plugs out of the bottom of the case so oil leaking across would not soak the clutches, forgotten they did that, & ran it in water/sand/mud, which went up thru the hole into the case & ruined the clutches.
