States have been clamoring for the feds to collect the sales tax on internet sales and disburse it to each state. That would require tracking all online sales and rates per state. That's why congress hasn't addressed it. They don't want to pay fees to the feds for services rendered. Now talk about waste. MN's law says that all retailers are suppose to collect sales tax and remit it to the state. If they don't the buyer is supposed to report it on their income taxes and pay it then. Funny thing is if the place you are buying from has any physical operations in the state the state can enforce this. But MN jurisdiction ends at the border. They cannot force a catalog or online retailer to pay that sales tax is there is no physical presence in the state. Kinda like buying a bottle of booze of carton of cigarettes out of state. Over a certain amount is supposed to be reported to the state and taxes paid. MN tried to get ND to collect those taxes from MN residents or to bar MN residents from buying booze or tobacco products in ND. ND told Dayton where to stick it. Just another waste of tax payer money passing unenforceable laws.
