Where is this? I've never seen NYS D.O.T. apply rock salt locally until its eminent that conditions necessitate it, storm coming, ice conditions predicted etc. A friend worked for years out of the local facility doing that work for D.O.T., clearing snow and spreading salt. They never did that here until just before a storm or weather event was to arrive, but its not the first time I've heard of it elsewhere. They use rock salt, it gets pulverized once applied to dry roads, turns to dust, then blows away with the wind or traffic. The town uses mostly coarse sand, with just enough salt to keep it flowing.
