I would guess that the water is ponding in spots around your building and running in over the outside lip.
Removing dirt and adding gravel really won't help much.
You need slope to direct water away from your building.
Or you need buried drain tile to intercept the water and again move it away.
You need a low spot going away from your building.....
Then either do dirt work to allow water to flow to that lower than your building spot.
Or run a ring of drain tile a foot or more deep around your building, with a drain line leading away from the building to a spot lower than your building where the tile can empty out. Backfill the trench with gravel. You want the tile pretty close to the building.
A whole lot of rain cones off a roof when it rains that likely is leading to the ponding of water.
