You need to remove the dirt and get the floor level above the outside. Then shape the dirt outside so the water goes around the building and drains away. Just removing the ground and installing gravel will still leave you a wet spot. Think about how a road ditch drains the water away form a road. Then do much the same but just not as deep around your shop. I would think a sloop of six inches down in four feet out from the shop. This is flat enough for you still mow around the shop with few issues.
If the terrain is such that shaping it to flow around would be too hard then you can install a drain till right at the edge of your shop and fill it with clean gravel like 3/4 round. The drain would have to be sloped away form the shop but you can do that fairly easily.
