In my area, a home owner is allowed to do electrical work on his home, if he follows code. The same applies to plumbing and carpentry. Also, you don't have to be licensed to work on air conditioning. You are required to be certified by the EPA. Also many of the statements they made about freon are simply untrue.
I am sure though that in some areas like New York City, where unions are prevalent, there are rules that require licensed this and that to do most anything. That however is the exception and not the rule.
