If you have unlimited calling and don't mind dropping the landline, you can get a link to cell home phone system. Looks like a regular cordless phone system. Whenever your cell is in range of the base, it automatically connects by bluetooth, incoming cell calls ring the cordless handsets just like a landline, outgoing calls can be routed through the cell. Easy to use.

There are ways to fax through a cell phone, also, there are online fax services, scan the document to a computer, then use the service to fax out. Regular fax does not work with most options besides landline, and it's getting rarely used anyway these days (but is needed for some purposes I know, insurance, health, etc.).

There is the cell home unit as mentioned, Verizon has one to bundle in. I have a Straight Talk Home Phone Connect. Basically the same unit (might be different model but same manufacturer, last version anyway) and it works on the same Verizon towers, same signal. You buy the home unit (Walmart, or online). It has a battery backup if power goes out, plug in any regular house phone. Tax will vary by location, here it is $16 total for unlimited US calls. Also, unless there was a recent new model, the unit should get better reception than a regular cell phone, and the antenna is detachable, so you can add a roof antenna.

If your cell signal is bad, you can get a cell booster, sounds like it might help you out in your situation. Good ones do cost $, I have a Weboost (used to be Wilson). With it I can get cell service anywhere in my main living area, without it I did not have a good signal, constant drops if it would connect it at all, and data didn't work. It boosts all carriers and multiple phones/devices at the same time. There are other network extenders that some cell carriers provide either cheap or free, but they also require high speed Internet, basically use VOIP, so they won't work.
