The difference is that if you do these things when your a "boss/supervisor" there are different rules that apply. An government bodies and larger corporations are easy target for law suits for this type of activity.
I share the feeling that Goose has in that the behavior/affair is bad but what he is talking about doing could very easily be disastrous for him and the county he is a commissioner in.
