It's hard to get good parts counter help when you only pay them at or slightly above minimum wage. If you can't live on the wages, you go somewhere else, including another line of work...and I know a lot of really great counter people who have done just that, rather than starve. After all, minimum wage is supposed to be entry-level pay, according to the folks who are opposed to raising it. But most of the chain stores only pay minimum or slightly above that, even to experienced counter help.
I've got 40 years of parts experience, plus an associates degree in automotive management. My local O'Rielly's manager almost had heart failure a few years back when I told him I wanted at least $11 an hour to work there. He claimed that I'd be making more money than him if he paid me that much.
