As a small time cow calf producer, cattle feeder, lamb feeder, and pig man, I think you are wrong concerning these laws. At least in your implication that they will adversely affect he small time producer anyhow. I have not needed to use an antibiotic on any critter in at least a few years, so having to get a vet to authorize it makes no significant difference to me.
