Well, any standard agricultural style two-way cylinder can be converted into a one-way by removing the hose from the end that you want moved by gravity, and replacing it with a vented plug.
Even if you do that, the valve is still going to be pushing oil out both lines, and will just spew the oil out on the ground from the disconnected line. I suppose you could run the line back to a return to the reservoir, but you're losing pressure and lift capacity.
If this is some sort of integrated truck lift with the pump, valve, and cylinder in one unit, you can't "convert" it to single acting.
