My first suspucion is a spring problem in rebuilt regulator. Those things are delicate and can only be properly adjusted and/or tested on the bench. Dual fuel,right? Gasoline supply completly off? Can you duplicate the problem with hose removed and slightly restricting carb intake? Could vacum be closeing the choke butterfly? It's been a long time but is there not a shuttle at carb to switch from fuel to fuel? Was the carb disassembled recently so that venturia might have been damaged/improperly reassembled? Real stroke of luck having others to switch parts with.
