How fast is the engine running and hard is the engine working? If it's running at full speed on with a load like a feed grinder or pushing heavy snow, it should be throwing plenty of heat out the radiator. If it's only idling with very light loads and the cab heater is set on high it could have trouble reaching operating temperature. Are you using a block heater to warm the engine before starting it?
If the coolant level is good and it's working hard enough to throw heat out the radiator, it does sound like a thermostat could be stuck open. An easy way to test the old thermostats or new ones is to dunk them in boiling water and watch them open and close properly. If they are OK I'd check the gauge next.
Anything is possible on a 40 year old machine, check the simple/inexpensive things first.
