A disk will bring some of the peaks down, and roll over or chop up the smaller roots so as to get through. Disks don't fill in holes all that well, as they don't carry all that much dirt with them.
After some rotting and weathering, an implement that digs in the ground (plow, chisel plow, even a field cultivator, etc) will pull dirt with it, to fill in the holes better. However this will also bring up more roots, so it is a balancing act as to what to use to get the effect you want to end up with....
A light harrow won't have very much effect, tho will certainly be very useful in the big picture of what you want to do long term.
