The money is all there. The question is not phrased properly.
The room originally cost $30. Owner refunded $5. Room now cost $25.
So $25 that they paid, plus $3 they were refunded =$28, plus the $2 the busboy stole = $30. All the money is accounted for.
Or to put it another way--each guy paid $9 for a total of $27. Room only cost $25. Where did the $2 go? The busboy stole it!
