Have you checked where the cables go into the box underneath as that is where the valve and several linkages are. If all that moves I would guess that one of the linkages let go inside the rear end. Don't remember if you can see inside through filler hole or not but have had to take the rear off similar model to repair broken parts for hitch. Probably could ask on Case site for better answer.
