I think he is talking about e-85 gasohol. It works as a strong solvent and is cheaper in volume than other things that will cut the varnish/dirt out of a fuel tank. You can buy 5 gallons for way less than some commercial cleaner.
I also have used muriatic acid to clean varnished tanks. Just be careful with it. I usually mix one gallons of it with two gallons of water to really clean a tank spotless inside. Do not get it on any paint you want in good shape it will react with it FAST in this strong of a mix.
