I got an old monroe seat and put it on my Jubilee. I removed the OEM rod. Replaced it with a 1/2 bolt. The oem bolt was 5/8 inch at one end and 1/2 at the other. So I used a 1/2x5/8 brass bushing, cut it down to fill in the 5/8 inch hole. Then I used small roller bearing 1/2 inch ID. I think the bearings may have come from riding mower front wheels, not sure, was on my shelf. About 1/2 of the bearing fit the flanged place on each end. I filled the space between bearing and the seat bracket with washers which you can see on pic. Tightened it up nicely.
If you don't want to go through all that work. You may try to center the old bold, fill the space with great stuff. Bet when it hardens it will work.
