I think somewhere around 125,000 new workers are added to the economy every month just from population growth. That means unemployment is only reduced by a net of 25,000 to 75,000 people per month. With 12 million people unemployed/underemployed, it will take a long time to fully recover.
The GDP has stopped falling, so technically the recession is over if GDP is growing, but it's not growing very fast.
