A few years ago it was much harder for a buyer to get a refund when there were disputes, the seller often kept the money and the buyer was ripped off. Compared to that, a cancelled transaction and a full refund isn't the worst that could happen. It's still not perfect by any means. PayPal has gotten a lot better about giving buyers a full refund when there are any disputes. Now they will issue a refund even when the seller totally disagrees.
As a seller, I now accept almost any returns because I know I won't get paid for the item if there is any dispute. That's a strong incentive to write an accurate descriptions, post good pictures, and point out all defects so the buyer is more likely to understand what he's buying and be happy with the item when he receives it. Overstating an item's condition might help it sell faster, but overstating also make it less likely that I will get paid for the item.
