Could be the clutch shoes are stuck or it could be the chain brake lock broke and is stopping it. Take the side cover off and look around. If the chain brake band isn;t letting go of the clutch drum then that's the problem If the chain brake band isn't a problem, you need to look at the clutch next. Could be a busted sprocket or rim drive too.
