They are all pointing to Russian supplied stuff doing the shooting by Russian backed warriors. Speculation by reporters (I realize what I am saying there, the accuracy is terrible by these early reporter types....) is the Russian backed thugs got a little over eager and shot at anything, got this passenger plane.
That will draw in the entire world, when a passenger plane involving a European and south Pacific flight is shot down. Whatever Putin was trying to accomplish, this just made his goals a whole lot more international and farther from reach. This gets the whole world involved, and no one can just ignore it as a local deal not our problem.
