Sounds like a bad starter drive gear. There is a one way clutch inside the gear, if it slips the starter will just spin and not turn the flywheel.
Could be they didn't replace the drive, or installed a rebuilt one (those have a bad reputation), or it's just defective.
A new drive, or a healthy used one, will lock when hand turned opposite the starter rotation, and be difficult but possible to turn the same rotation as the starter. If it turns easy, it's worn out.
