Just to clarify, are you "hearing it spinning" down low, up front, just behind the clutch, or in the back end, which you've taken the cover off of?
NOT sure what plug you took out to check pressure, but it's an open-center system and you would not expect to see pressure, just flow, unless it's seeing loaded by a hydraulic function.
Does the PTO function... the PTO is driven by the same splines on the clutch pressure plate that drive the hydraulic pump.
If you ARE hearing noise up front, it could be those splines are sheared or something else has failed in that PTO/pump drive area.
