28 hp tractor should lift that at the lift arm link easily. I have a 19 hp Ford that lifts 1800+ on the 3 pt. Chippers can extend out pretty far though so a lot is going to depend on how much the weight is distributed. Further from the tractor, the less it will lift. If the flywheel of the chipper is up close to the tractor i would say no problem.
