Sounds like it is running rich, especially if fuel ran out on shut down.
Could be the float is set too high. That will cause the dripping fuel and running rich. Could also be trash in the needle and seat. Before taking everything back apart, try shutting off the fuel valve and run the engine until it empties the carb. Then turn the fuel on, sometimes if there was something in the needle/seat it will flush it out.
If it still runs rich, recheck the float level, check everything about the float, needle, seat, and hinge assembly. Check the float for damage, as in bent or fuel inside the float chamber.
The u shaped clip, I think what your asking about is the tiny wire clip that hooks around the needle and hooks over the tab on the float. It should not hold the needle open or closed. It's purpose is to pull a stuck needle open when the float drops. Sometimes if a carb is left sitting for a while with fuel in the bowl, the needle will stick inside the seat and not allow the bowl to fill with fuel.
