It works much like the clutch on an automotive air conditioner.
It could be electrical. Be sure the battery is fully charged. You'll need a test light or volt meter. With the engine off and the clutch wires still connected, turn on the PTO. (You may have to bypass the seat switch or have someone hold the seat down for the test.) Locate the electrical plug near the clutch, probe the connector with the test light or volt meter lead. The positive connection should give battery voltage or bright test light. The negative connection should give 0 volts or no test light. Check the wire between the plug and the clutch carefully for breaks or shorting.
If it passes this test, it's getting power. The clutch will have to be replaced, possibly repaired if serviceable.
