With the millions of miles of road in the USA alone, I'm sure that there is no physical person "approving" every inch of it for inclusion in GPS databases.
What you have, is some sort of recognition software that reads satellite images and/or scanned maps, and figures out for itself whether something is a public highway or not.
Even if a person were approving every inch, mistakes would be made, which is fine and dandy until it's your driveway.
BTW, those blue traps are to detect for emerald ash borers.
