If the relief valve is not popping, you probably do not have enough flow. How large a diameter is the hydraulic cylinder? If it is large diameter, a smaller diameter cylinder would extend quicker, provided you do not pop the relief valve.
If you are popping the relied valve, perhaps there is a restriction in the hydraulic lines, occasionally the hoses will come apart inside and act as a check valve.
