Basically you just need the washing soda, water, a good battery charger (I actually use two) and a piece of rebar.
In your case, you'll be filling the tank with water and your washing soda. You will attach the negative lead to your tank. Suspend a piece of rebar in the neck of your tank. You want to make sure to keep the rebar from touching the sides or the bottom. I've used rubber stoppers, 2x4s and inner tubes before to keep the rebar from touching the neck. I leave a few inches up above the neck and clamp my positive to it (the rust flows towards the positive).
It takes days (or it has for me). I've cleaned knives, tools, parts, tanks, all sorts of stuff. One caveat, NO stainless steel or chromed parts (have to watch it with some internal components that may have been hard chromed). You don't want any hexavalent chromium floating around. It works amazingly well, but it does take time. It's cost effective and you can just drain it when you're done without worrying about what's going into your ground water.
