How many gallons? Molasses will do it. Citric acid as well as other acids will also do it. You could also do a soda bath using the tank itself as the anode.

Basically you just need the washing soda, water, a good battery charger (I actually use two) and a piece of rebar.

In your case, you'll be filling the tank with water and your washing soda. You will attach the negative lead to your tank. Suspend a piece of rebar in the neck of your tank. You want to make sure to keep the rebar from touching the sides or the bottom. I've used rubber stoppers, 2x4s and inner tubes before to keep the rebar from touching the neck. I leave a few inches up above the neck and clamp my positive to it (the rust flows towards the positive).

It takes days (or it has for me). I've cleaned knives, tools, parts, tanks, all sorts of stuff. One caveat, NO stainless steel or chromed parts (have to watch it with some internal components that may have been hard chromed). You don't want any hexavalent chromium floating around. It works amazingly well, but it does take time. It's cost effective and you can just drain it when you're done without worrying about what's going into your ground water.
 
Hey RC, forget about the rebar and try some sheet steel, something with some square inches of surface area. I use sacrificial anodes with AT LEAST TWICE the surface area of the part to be cleaned, allowing you to pull the number of amps you want instead of what it just happens to pull, MUCH FASTER and you don't have to clean the anode as much, if at all.
