Depends on what's in the tank, most likely it's rust. If it's rust, good chance it's time for a new tank. You can have it vatted out at a radiator shop, but that will probably cause leaks. Have to ask yourself if you want to gamble that investment on cleaning your old one or put that money toward a new one.
