I just found out why...Its a non stock carburator and the hook up for the governor is wrong - that bent adj bolt should be striaight and that throttle should be on the opposite side and this unit (which my guy has seen before) bumps into the alternator to prevent any additional rpm's...
So I've get to get a new carb and a custom spacer to lift raise it up so it clears the alternator and then a new, nonbent rod and the former owner drilled out the proper gov hookup so I'll have to address that too...
He said IF it used to have enough rpm...it was just lucky...and luck ran out when I replaced the alternator...
