Here is the way it works around here. ANY minor infraction, get a ticket. Drugs, theft, major crime that does not leave a body behind, ignore it. If you can afford a car, you can afford to pay a ticket to keep your license to keep being able to get to work. Arrest a drug dealer, thief other criminal, you have to put him in jail/prison. Then he has to be housed, fed and cared for. This costs the county/state money. Short version: traffic fines = income =good for the county/state. Jailing criminals = expense = bad for the county/state.
