That's a Ross steering system. You can adjust it without taking it off the tractor but it's not convenient or easy. Most of the John Deere LGT's have the stering gear bolted to the frame and to a tower in front of the pedestal, under the dash.
Overhaul instructions are on Brian Miller's Tractor Pulling website. Unless it's really bad, you should only need to replace the pin/follower and maybe the bearings. You can see the diagram at the John Deere Parts website.
