JD 400 garden tractor

I've never done a 400, but have done many 140"s, 317's, etc., which are set up pretty much the same, but even more compact.

On the ones I've done, once you remove the battery tray, the steering gear can be removed, once you get the darned-near inaccessible attaching bolts removed. I"d be REALLY surprised if the 400 cannot be removed the same way as well.

Have you removed the battery tray and looked at the steering gear from that perspective?
 
That's a Ross steering system. You can adjust it without taking it off the tractor but it's not convenient or easy. Most of the John Deere LGT's have the stering gear bolted to the frame and to a tower in front of the pedestal, under the dash.

Overhaul instructions are on Brian Miller's Tractor Pulling website. Unless it's really bad, you should only need to replace the pin/follower and maybe the bearings. You can see the diagram at the John Deere Parts website.
 
You did not say what your trouble might be, but I wanted to say the P/S is all hyd,and the steering will not work if the motor is not running. It might take twenty turns to move the front wheels. Lots of information at

Explain, please, where ANY DEERE garden tractor of that series/age has the steering gear bolted to the FRAME???

To the pedestal/tower, YES, frame NO.
