Terrorists need nuclear material to do harm like I need higher taxes. The "nuclear plants will produce so much waste material the terrorists will easily be able to get it and kill us all!" theory is simply bogus. There's so much waste out there now it would have been done already. A terrorist, if he wanted to, could drop a backpack filled with household chemicals under the bleachers at a basketball game or in the mall and do lots of harm. A dozen determined guys could bring the nation to a halt for several days at least. It's just a matter of time and it's not going to take nuclear material to do it. Why it hasn't happened yet is a testament to lack of imagination on the terrs part and good police work on our side.
There was an attack of sorts on a power station out west last year that sure looked like a terr practice run. Very little on the news about it. You shut down the power grid for 3 days and you will have anarchy and Martial Law being declared.
