We came up with the same question the summer that I worked in the iron mines of northern MN. as college interns for the summer of 1953 when rocket science was just becoming new to us.
One of the guys in the lab was a German immigrant who had been an assistant to Werner Braun in Germany during WWII. He explained the "equal but opposite" reaction to light pressure. The Germans had calculated that a short blast of 1 to 1.5 psi would turn a rocket in space (no atmosphere required to turn a rocket).
Man, that sure makes me feel ancient just thinking back about it. We've come a long way since then.
