I'm guessing someone fudged the hot work permit? On courthouse fires years ago I was doing genealogical research and kept running into a phrase "records destroyed in a County Courthouse fire", could never figure out why so many courthouses across Maryland, Ohio, Kentucky and Illinois were burning. The I went to work as a courthouse keeper and found out why, it was easier to burn the place down that to straighten out all the paperwork. Wisconsin had a weird requirement, felony cases had to be kept 75 years or until the death of the defendant, which ever is longer. Another state law said records over 60 years old had to be offered to the state archive before destruction. If you offered them to the state archive about a week before they have to say yes or no you'll get a form letter asking for another 6 months for them to decide, and you'll get that same form letter every 6 months forever.
