Sounds like the valves and seats have been ground beyond tolerance. Short of pulling the head back off and spending more money, I think I would carefully cut some shims for the rocker posts. It won't need much, probably start with .010". If you have access to a lathe, might want to thin down the heads of the valve cover stud bolts to keep proper gasket crush.
I would not try to grind down the lash caps. They may be case hardened. The surface needs to be mirror polished as the rocker slides across this surface as the valve opens and closes.
Also look at the contact where the rocker touches the lash caps. It must contact on the flat of the cap, not on the edge and try to ride up and over.
You can add more shims to correct this, or make the decision to replace the valves and seats. If the rocker doesn't push on the flat, it will push side ways on the valve stem and cause the valve to break, not good!
